LILITAD are very rare due to only living in humid yet cool climates, which are very hard to find in the Ilyia Region (so far, the only such place is the Sacred Preserve in northern ilyia). The little frond extending from their heads sense moisture levels in the air.
Evolves into NELUMIT at Lv. 17 NELUMIT (nelumbo + ribit) Ability: Overgrow/Rain Dish* Royal Frog Pokemon
NELUMIT are even rare than LILITAD, as only a few can exist in any one colony, and those are the ones that gain the favor of the reigning AMPHICERA. The antenna on their heads is extremely sensitive and can sense the presence of others, which helps when it is trying to escape from predators.
Evolves into AMPHICERA at Lv. 36 AMPHICERA (amphibian + nucifera) Ability: Overgrow/Rain Dish* Pond King Pokemon
AMPHICERA rule the few colonies of LILITAD and NELUMIT that are known to exist. The one with the largest lotus bud on its head gains leadership of the colony and any others are banished into the wilderness. Their psychic powers border on extreme, their antennas able to sense emotions, health, and even the past lives of other Pokemon and people.
Side note: So these guys can learn moves like Surf and Water Pulse, etc. because they're, y'know, lily pads. Additionally, AMPHICERA's stats are pretty balanced between sp and normal atk, although sp atk takes a small priority. The 'Sacred Preserve' mentioned in LILIYTAD's entry represents a key issue I think isn't really addressed in any other Pokemon games: the complete absence of the Starter Pokemon!!! n my 'game' (imaginary) there will be an area in the post-game called the Sacred Preserve, with hotsprings, a pond, a small forest, a plain, and a cave, where all of the starters and various rare pokemon from other regions can be found (including Celebi). Yeah.
